I'm not sure how to'grade a vintage collector plate'. Wedgwood Dark Blue Jasperware Plate, Harrods Knightsbridge. Stoneware dark blue plate with cream raised mermaids and sea shells in the center, winged horses, shells and lots of pretty decorative things around the outside edge of plate.
